The results of the austerity policies in the countries of the European Union, as well as the economic and financial crisis had an impact on the neighboring economies, especially in the Balkan countries. Year after year, the situation is getting worse and the number of the poor and vulnerable grows day by day. Foreign investments are reduced, and the priorities of international organizations have changed.
Caritas and the local Church seek to contribute to the implementation of various social, health, and humanitarian and charitable projects and activities. However, the local Church in Southeast Europe represents a minority, its activities in the social field are limited and cannot fully respond to new challenges, and the amount of issues faced by today's society is difficult to solve through the utilization of traditional non-profit and philanthropic approaches.
For this reason, in 2015, Caritas Italiana initiated a new regional project in Southeast Europe titled "E.L.B.A. (Emergenza Lavoro nei Balcani – Emergancy work in the Balkans)". With this regional project, Caritas Italiana aims to encourage the process of initiating social programs for the poorest who are affected by the economic crisis. In particular, the so-called "social enterprises" were selected as the main tool to promote new forms of social inclusion of the most vulnerable groups, as social entrepreneurship was recognized at European level as one of the most important economic and social resource.
During the first phase of the project implementation, a series of training sessions and workshops were organized, a study on existing social enterprises and projects that have the ability to transform into social enterprises was conducted, a research on the opportunities of social entrepreneurship in some countries was completed, and existing and new social enterprises were funded. In this way, preconditions for the development of new projects are created that can have a good future in the context of European integrations of the countries in the region.
During the implementation of the second phase of the project, ELBA 2 is planned to continue developing the culture of social entrepreneurship in the Balkans.
ELBA 2. The development of social entrepreneurship is a project managed by Caritas Italiana and is carried out in cooperation with National Caritas from 7 countries (Bosnia and Herzegovina, Albania, Bulgaria, Montenegro, Greece, Kosovo and Serbia).

- Young people and women from underdeveloped regions in rural areas and suburbs
- People who belong to groups of Roma, Egyptians, etc..
- People with physical and / or mental disabilities and people suffering from mental illness
- Former drug addicts
- People from families that are at risk because of "blood" revenge
- Any person in need, beneficiaries of Caritas and / or other social services
The planned objectives / results:
- To increase the knowledge about Social Economy in South East Europe
- To develop the Social Enterprises in South East Europe
- To develop a proper ecosystem for Social Economy, by animating communities in South East Europe
- To lobby toward the local institutions for the approval of adequate laws on Social Economy
